By community development we mean working through community groups and networks; building up their capacity to identify needs, develop plans and implement projects and activities. Community development is inclusive, non-discriminatory and values the participation of all members of society. Services and activities to address disadvantage and social exclusion are much more effective if people are directly involved in their design and delivery. By partnership we mean working closely with relevant organizations such as state agencies, non-government organizations and local community groups and networks. This involves sharing information and resources, working to address issues of common concern and reflecting together on the learning. Many local development issues are quite complex, and close, effective partnership arrangements are key to addressing these challenges. People are said to be socially excluded when they experience a range of disadvantages that limit their choices and prospects in life. The partnership engaged Caroline Crowley to analyse the information on those at risk of poverty in South Kerry. Her report reveals the type and spread of people at risk through the area and guides our priorities. Poverty and the associated social exclusion are to be found in all areas of South Kerry, both urban and rural. Rural poverty in particular can be invisible and harder to address. People can also experience social exclusion through discrimination due to their situation, life style or background e.g. Travellers, people with disabilities or gay people. In order to create an equal society we must continue our effort to understand and tackle the issues. South Kerry Development Strategic Plan 2008 – 2013:1. The Community Development Committee meets monthly to consider project proposals, set priorities for the work and monitor progress. Community directors are nominated onto the board of SKDP through local forum elections. Directors are nominated for three year terms and may serve two consecutive terms. Two Directors are elected to represent each of the four Fora Areas of the South Kerry Development Partnership - Mid Kerry/Sliabh Mish, Greater Killarney, Greater Cahersiveen & Greater Kenmare.
